Matt's practice focuses on the development of complex real estate projects in Boston.
Prior to joining Sullivan, Matt worked with the Boston Planning and Development Agency (BPDA), advising on land use and zoning matters associated with proposed real estate development projects in Boston. He reviewed and edited documents filed pursuant to various provisions of the Boston Zoning Code, including Articles 80C and 80D. Additionally, Matt provided guidance to BPDA Planning and Zoning staff on various policy initiatives and proposed amendments to the Boston Zoning Code. He also negotiated and drafted legal documents required by Article 80 for development projects, including Affordable Housing Agreements, Cooperation Agreements, Development Impact Agreements, Community Benefits Agreements and more.
Matt's experience also includes his work as Assistant Corporation Counsel for the City of Boston Inspectional Services Department (ISD), where he provided legal counsel to the Commissioner of ISD in all regulatory enforcement, legislative matters and in day-to-day operations of ISD divisions. As part of that role, he also supervised the City of Boston Zoning Board of Appeals (ZBA) administrative staff, provided legal support to the ZBA and drafted or reviewed all ZBA decisions.
