In the article, Rich weighs in on the liklihood that New Hampshire will be successful in urging the U.S. Supreme Court to strike down a Massachusetts law mandating employees' income be sourced to Massachusetts even if they are teleworking from another state during the COVID-19 pandemic.
Rich is skeptical whether New Hampshire can prove that the regulation harms the state: "Is this really a dispute between two states? I don't think there's any reason to think Massachusetts was targeting New Hampshire with intent to harm New Hampshire at all. The rule applies to residents of all states."
