Insurance companies will find it easier to avoid higher taxes on passive investments while non-bank lenders may end up paying more in taxes on passive offshore investments. “It is a mixed bag—the Treasury Department and the IRS made some useful additions and clarifications in the final regulations and have kept the door open for further refinements,” said Irina.
