In the article, Rich commented on the Massachusetts Supreme Judicial Court's ruling in Citrix Systems Inc. v. Rich observed the decision to be in two parts with different standards of deference. Joe noted that many state tax issues stem from the impacts of changing technology over recent years, a point to which Rich added that technology is changing faster than tax laws.
